Paul had a unique ministry during the Acts period (Acts 13-28), typified by his first recorded miracle in Acts 13:4-12. In every city, Paul went to the Jews first, but when the majority rejected the truth, he pronounced spiritual blindness on them and turned to the Gentiles.
